On top is visible over everything, which suits CONFIDENTIAL and SAMPLE. Behind sits under the page content, which reads more cleanly on text documents but can be hidden by photos and filled boxes.
A watermark is a deterrent, not a lock
A text watermark shows where a copy came from, but anyone with editing software can remove it. To stop opening or copying, use Protect PDF as well.

+Can I use my logo as a watermark?
This tool adds text watermarks. To place an image such as a logo, open the PDF in the editor and use Add image.
+Which characters are supported?
Latin letters, digits and common punctuation, drawn in Helvetica. Other scripts aren't supported by this tool yet.
+Can I watermark only some pages?
Yes. Type the pages in the pages box, for example 1, 3 to 5.
+Are my files kept on your server?
No. The file is processed in memory for this one request and the result is sent straight back to your browser. Nothing is written to storage and nothing is shared.
